Why do we have rules and laws?

Rules and laws exist so people can live, play, travel, and disagree without every problem turning into a fight. They set shared expectations before trouble starts: who gets a turn, what is safe, what belongs to whom, and what happens when someone crosses a line.
The important detail is that laws are human-made, so they can be challenged when they are cruel or unfair. A good community needs steady rules, but it also needs ways to repair them: voting, courts, protests, and brave people saying the old rule is wrong.
