Rain falls when water vapor cools into cloud droplets, those droplets join until they become heavy enough, and gravity pulls them down. The water first rose from oceans, lakes, puddles, and soil after sunlight warmed it into invisible vapor.

A cloud is not a bag waiting to spill; it is a huge gathering of tiny wet beads riding in air. Inside it, drops bump, merge, and grow, so the same water can visit a sea, a cloud, a sidewalk, and a river again.
